Userplane is probably well under ranked as I do not think the data takes in to account the sites that Userplane supplies chat services too. On Monday June 27, 2005 the Supreme Court ruled that Grokster and Streamsoft, two free file download services, were operating illegally because they were allegedly encouraging illegal downloads of copyrighted material.
